Job Title: HR Specialist - Apprenticeship & Immigration Programs

Job Purpose:

As a member of the Human Resources team, this HR Specialist role primarily manages the organization's two federally registered apprenticeship programs (Electrical Testing Technician and Field Service Technician - substation), while also providing support for corporate immigration processes. The company operates two separate apprentice programs, each with approximately 20-25 active apprentices at any given time, requiring concurrent program cycle management. The role serves as the key administrator and point of contact for the apprenticeship programs, including communicating with apprentices and operations regarding progress, compliance and documentation (80%); while also facilitating immigration-related documentation needs (20%) for a small number of employees whose U.S. work authorization is sponsored by the company.

 

 

Responsibilities

Location & Work Arrangement

  • Position available in Nashville, TN or St. Louis, MO 
  • 4 days per week in-office requirement
  • Full-time, 40 hours per week

Working Environment

  • Interface and communication with a widely distributed, field-based organization requiring effective use of virtual collaboration tools
  • Regular computer and standard office equipment use
  • May require occasional travel for DOL meetings or program events
  • May occasionally require early morning or evening calls to coordinate with immigration counsel or field-based teams
  • Interfaces with apprentices, hiring managers, and immigration law firms
  • Works closely with HR team members, other department managers, and external partners
  • Active liaising will occur with HR peers in Learning & Development (Nashville-based training center), talent acquisition, Onboarding, HR business partners and payroll.

Primary Responsibilities (Apprenticeship Program - 80%)

  • Manages all DOL compliance requirements and reporting through the RAPIDS interface, maintaining accurate and timely documentation of apprentice progress, program metrics, and regulatory submissions to preserve program certification.
  • Serves as the primary point of contact for the apprenticeship program, handling inquiries from current and prospective apprentices, training providers, operations leadership, DOL representatives, and other stakeholders (e.g., finance, payroll).
  • Administers and maintains all apprenticeship agreements, ensuring proper execution, storage, and updates throughout the apprenticeship lifecycle.
  • Utilizes collaboration tools (Microsoft Teams, etc.) to effectively communicate with field-based teams and maintain program cohesion across multiple locations.
  • Works closely with operations leadership, talent acquisition, and apprentice selection committee(s) during the recruitment, selection and onboarding of Apprentice candidates.
  • Tracks and monitors apprentice training progress against program requirements, identifying potential issues early and coordinating with mentors and supervisors.
  • Coordinates and facilitates quarterly apprentice program steering committee meetings, preparing agendas, documenting decisions, and following up on action items.

Secondary Responsibilities (Immigration Support - 20%)

  • Supports the organization's immigration processes by coordinating with external immigration law firms, internal legal counsel, managers and employees to facilitate required documentation for visa applications and extensions.
  • Collects and organizes supporting documentation and evidence needed for immigration applications as directed by outside counsel.
  • Maintains tracking systems for immigration case deadlines and visa expiration dates.
  • Assists in preparing employment verification letters and other company documentation required for immigration filings.

 

Qualifications

Required Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or related field
  • 2+ years of HR experience
  • Strong attention to detail and documentation management abilities
  • Excellent organizational and time management skills
  • Proficiency in database management and reporting systems
  • Strong written and verbal communication skills
  • Demonstrated experience working with distributed teams and remote stakeholders
  • Ability to effectively manage and track multiple concurrent program cycles
  • Proficiency with remote collaboration tools and technology platforms

Preferred Qualifications

  • Experience with RAPIDS or similar DOL reporting systems
  • Familiarity with US immigration processes and documentation
  • Prior experience in apprenticeship or immigration program coordination
  • SHRM-CP or similar HR certification
  • Experience working in HRIS environments
